What does "not measured" mean?

No figure exists for that thing yet; block.space writes it in words, never as 0.

The instrument has no figure for that thing: a book not measured for a protocol, a sat the record has not bound to an inscription, a holder the appendix cannot see. block.space writes these in words, never as 0. A zero is a measured zero, such as a protocol with no artifact body measuring zero in Book C.
