T1, BTI's observation layer. One protocol-blind pass over the chain records every transaction's size, vsize, weight and fee, and where the data carriers are (OP_RETURN, witness envelopes, bare multisig, appropriated fields). T1 knows only bytes; its totals are the ground truth every layer above must conserve against.
